Parameters

rescale (float) – Rescale factor.

shift (float) – Shift factor.

这个函数的意思很多种：

        1，  rescale是尺度变化的意思。   图像的大小按照， rescale的比例进行缩放。  按照shift的位置左右平移。比如说：256*256的图像大小。 如果rescale = 0.5 的话。  图像缩小到 128*128.
